We are truly gratified to know that this brave and gallant officer is once more in the bosom of his family here, with every prospect of a speedy recovery. Of all the officers and men who fought and fell in the series of glorious victories below Richmond none displayed more coolness, skill and dauntless courage than did Col. Withers. Knowing that the equitable policy of our Government has ever been prompt in noting all the more ennobling traits of the truly meritorious, we look upon the promotion of Col. Withers as a fixed fact. No man in the army more richly deserves it or has more nobly earned it.—Dan. Register.
