            RICHMOND, June 17—The following appointments have been made by the Cabinet:

            For the 7th Alabama Regiment, John A. Winston, Colonel; Thomas E. Irby, Major; George H. Horton and John Tyler, Jr., are appointed Majors of Infantry.  Prof. A. L. Bledsoe is appointed Chief Clerk of the War Department.

            It is believed that Gen. Magruder will be brevetted for gallant conduct at the Bethel fight.

            E. A. Banks, of the Montgomery Confederation, has just returned from Great Bethel.  He fully confirms the reported disasters to the Federals there and their outrages upon private persons and property.

            Passengers just arrived here, who crossed at Harper’s Ferry Sunday forenoon, state that the Confederate troops had evacuated Harper’s Ferry, blown up the fortifications and burnt the bridge.
